That's not how I read it at all. Northstar isn't currently serving with the X-Men but Scott and co would like him to be. Logan asks him to rejoin in the most flippant manner possible. I'm not quite picking up on what about the scene suggests Fraction wishes to imply Northstar has never been a member before. I took it as completely the opposite - Logan doesn't bother going through the rigmarole because he can't be bothered and he knows Northstar knows the deal already cos he's a vet.
